Port Chester Students Don't Exceed Test Standards

PORT CHESTER, N.Y. – Scoring on state math and English Language Arts (ELA) tests for Port Chester students grades 3 through 8 varied, according to results released Tuesday by the State Education Department. High percentages of students did not meet or exceed proficiency standards across the board.  

For ELA assessments statewide, 55.1 percent of 1,192,129 students in grades 3-8 met or exceeded the proficiency standard compared to last year’s statewide results of 52.8 percent. Statewide, 64.8 percent met or exceeded the standard in math, which is up from last year’s results of 63.3 percent.

"There is some positive momentum in these numbers," said Board of Regents Chancellor Merryl H. Tisch, in a release. "But too many of our students, especially students of color, English Language Learners and special education students, are currently not on a course for college and career readiness.”

According to the state, as a result of raising the bar for what it means to be proficient in ELA and math, fewer students met or exceeded the standard in 2010. In 2012, progress toward the new ELA standard varied by grade, though progress toward the math standard increased slightly. 

Students are in for an even tougher test next year when the State Education Department implements the Regents Reform Agenda. The agenda includes new college- and career-ready standards along with a new “fair and transparent teacher and principal evaluation system.” Commissioner John B. King, Jr. said the new grades 3-8 state tests will begin to reflect “the new, higher standards and provide better measurement of progress toward college and career readiness. 

Here are the results of each grade on both assessment tests compared with the rest of the county:

Grade 3

For grade 3 in Westchester County, 11,251 students were tested for math in grade 3. Of that number, 6.3 percent tested at level 1; 23.2 percent tested at level 2; 50.8 percent tested at level 3; and 19.7 percent tested at level 4. The county average score was 693. 

In the Port Chester-Rye Union Free School District, 350 students in grade 3 were tested for math. Of this number, 8.3 percent tested at level 1; 33.1 percent tested at level 2; 49.7 percent tested at level 3; and 8.9 percent tested at level 4. The average score was 686.

For grade 3 in Westchester County, 11,174 students were tested for ELA. Of that number, 9.3 percent tested at level 1; 24 percent tested at level 2; 55.6 percent tested at level 3; and 11.1 percent tested at level 4. The average score was 670.

In the Port Chester-Rye Union Free School District, 348 students in grade 3 were tested for ELA. Of that number, 13.8 percent tested at level 1; 29.6 percent tested at level 2; 50.3 percent tested at level 3; and 6.3 percent tested at level 4. The average score was 664. 

Grade 4

For grade 4 in Westchester County, 11,150 students were tested for math. Of that number, 4.1 percent tested at level 1; 18.4 percent tested at level 2; 35.8 percent tested at level 3; and 41.8 percent tested at level 4. The average score was 698.

In the Port Chester- Rye Union Free School District, 369 students in grade 4 were tested for math. Of that number, 1.4 percent tested at level 1; 19.5 percent tested at level 2; 40.7 percent tested at level 3; and 38.5 percent tested at level 4. The average score was 699.

For grade 4 in Westchester County, 11,064 students were tested for ELA. Of that number, 7 percent tested at level 1; 24.2 percent tested at level 2; 61 percent tested at level 3; and 7.9 percent tested at level 4. The average score was 681.

In the Port Chester-Rye Union Free School District, 366 students in grade 4 were tested for ELA. Of that number, 3.6 percent tested at level 1; 31.1 percent tested at level 2; 61.7 percent tested at level 3; and 3.6 percent tested at level 4. The average score was 677. 

Grade 5

For grade 5 in Westchester County, 11,135 students were tested for math. Of that number, 6.5 percent tested at level 1; 19.5 percent tested at level 2; 35.3 percent tested at level 3; and 38.8 percent tested at level 4. The average score was 695.

In the Port Chester-Rye Union Free School District, 315 students in grade 5 were tested for math. Of that number, 5.7 percent tested at level 1; 20 percent tested at level 2; 47 percent tested at level 3; and 27.3 percent tested at level 4. The average score was 689.

For grade 5 in Westchester County, 11,061 students were tested for ELA. Of that number, 7.8 percent tested at level 1; 23.7 percent tested at level 2; 60.4 percent tested at level 3; and 8.2 percent tested at level 4. The average score was 675.

In the Port Chester-Rye Union Free School District, 313 students in grade 5 were tested for ELA. Of that number, 8.9 percent tested at level 1; 32.6 percent tested at level 2; 56.2 percent tested at level 3; and 2.2 percent tested at level 4. The average score was 669. 

Grade 6

For grade 6 in Westchester County, 11,271 students were tested for math. Of that number, 6.1 percent tested at level 1; 20.8 percent tested at level 2; 32.3 percent tested at level 3; and 40.8 percent tested at level 4. The average score was 690.

In the Port Chester-Rye Union Free School District, 300 students in grade 6 were tested for math. Of that number, 8 percent tested at level 1; 36 percent tested at level 2; 40.3 percent tested at level 3; and 15.7 percent tested at level 4. The average score was 676.

For grade 6 in Westchester County, 11,204 students were tested for ELA. Of that number, 7.3 percent tested at level 1; 26.2 percent tested at level 2; 61.5 percent tested at level 3; and 4.9 percent tested at level 4. The average score was 668.

In the Port Chester-Rye Union Free School District, 300 students in grade 6 were tested for ELA. Of that number, 13.3 percent tested at level 1; 37.3 percent tested at level 2; 47.7 percent tested at level 3; and 1.7 percent tested at level 4. The average score was 661.   

Grade 7

For grade 7 in Westchester County, 11,156 students were tested for math. Of that number, 7.7 percent tested at level 1; 20.7 percent tested at level 2; 31.4 percent tested at level 3; and 40.3 percent tested at level 4. The average score was 685.

In the Port Chester-Rye Union Free School District 277 students in grade 7 were tested for math. Of that number, 6.9 percent tested at level 1; 23.8 percent tested at level 2; 32.1 percent tested at level 3; and 37.2 percent tested at level 4. The average score was 681.

For grade 7 in Westchester County, 11,086 students were tested for ELA. Of that number, 5.9 percent tested at level 1; 31.7 percent tested at level 2; 55.3 percent tested at level 3; and 7 percent tested at level 4. The average score was 670.

In the Port Chester-Rye Union Free School District, 272 students in grade 7 were tested for ELA. Of that number, 5.1 percent tested at level 1; 40.8 percent tested at level 2; 51.8 percent tested at level 3; and 2.2 percent tested at level 4. The average score was 666. 

Grade 8

For grade 8 in Westchester County, 11,070 students were tested for math. Of that number, 7.1 percent tested at level 1; 23.2 percent tested at level 2; 39.9 percent tested at level 3; and 29.8 percent tested at level 4. The average score was 685.

In the Port Chester-Rye Union Free School District 292 students in grade 8 were tested for math. Of that number, 4.1 percent tested at level 1; 38 percent tested at level 2; 51.4 percent tested at level 3; and 6.5 percent tested at level 4. The average score was 675.

For grade 8 in Westchester County, 11,011 students were tested for ELA. Of that number, 5.3 percent tested at level 1; 31.8 percent tested at level 2; 59.5 percent tested at level 3; and 3.4 percent tested at level 4. The average score was 664.

In the Port Chester-Rye Union Free School District, 292 students in grade 8 were tested for ELA. Of that number, 6.2 percent tested at level 1; 47.6 percent tested at level 2; 45.2 percent tested at level 3; and one percent tested at level 4. The average score was 656.
