RYE BROOK, N.Y. – Since the Ice Casino at Rye Playland is out of commission following damage from Hurricane Sandy, a Rye Brook-based company has a plan to build a recreation facility that would include four ice rinks in the village. ?

Reckson LLP, the company that owns Reckson Executive Park at 1100 King St., discussed the project’s application Tuesday night at a meeting of the Rye Brook Board of Trustees. The company is hoping the facility can be open by Sept. 1, 2013, in time for the start of next year’s hockey season.?

“The challenge for us … is that we’ve got a very short time limit in which to make this a viable project in order to be able to open by September of next year,” said William Null, an attorney representing Reckson.

The project will require a public hearing before a vote can be held by the Board of Trustees. Null asked the trustees if a public hearing could be set for December, after the Planning Board’s meeting on Dec. 13 and prior to the holidays.

Mayor Joan Feinstein said she believed it to be premature to set a public hearing since the Planning Board has not yet submitted a report on the proposal. Following the Planning Board’s meeting Dec. 13, Feinstein said, a special meeting could be held to deal with setting a public hearing.?

The recreation center would be built on the site of the 280,000-square-foot office building within a previously approved site plan for 1,052 parking spaces in the corporate park. The facility would include four rinks, locker rooms, space for a Zamboni, a heated mezzanine with bleacher seating for 1,230 and an open seating area for another 320.?

According to the company’s application, “There is a significant unmet need for ice skating facilities in the region and there are no facilities of this kind in Westchester County or the surrounding tri-state area.”?

QMC Group LLC of Stamford, Conn., is looking to build and operate the facility. It would be completed in one fluid phase lasting about eight months.

Reckson would name the rink Quinn Memorial Arena in honor of CEO Steve Connally’s deceased son, Quinn.

The application will be reviewed by the village Planning Board, the Westchester County Planning Board, the Town of Harrison and the Town of Greenwich. The Rye Brook Planning Board is scheduled to meet at 8 p.m. Dec. 13 at Village Hall, 938 King St., Rye Brook.
