On Monday, Westchester County District Attorney Anthony Scarpino announced that Bobby Jackson of Manhattan pleaded guilty to charges of second-degree murder, criminal possession of a weapon and reckless endangerment for his role in a shooting near the intersection of Third Street and Second Avenue that took the life of a 42-year-old man last April.

According to Scarpino, shortly before 5:30 p.m. on April 17, Jackson's victim was riding his bicycle on East 3rd Street when Jackson spotted him and began jogging toward him. After chasing him for two blocks, Jackson fired multiple shots at the victim, one of which struck him in the back.

The bullet entered the victim's back, "ripping through his kidney, colon, liver and a major artery to the lung." He proceeded to fall from his bicycle, hit his head on the concrete pavement and died within minutes. Scarpino noted that at the time of the shooting, there were multiple pedestrians on the street, including a woman pushing a baby in a stroller, who were all in the line of fire.

Jackson remains remanded to the Westchester County Jail. He is scheduled to be sentenced on Tuesday, May 16, where he faces an indeterminate sentence. The maximum term must be life in prison, and the minimum term may be not less than 15 years, nor more than 25 years, according to Scarpino.

In a statement following Jackson's arrest, Mount Vernon Mayor Richard Thomas commended the detectives and police department for swiftly apprehending their suspect following an intensive investigation.

"I commend the hard-working men and women of the Mount Vernon Police Department for their swift action in making an arrest in the senseless murder of Charles Smith. Special thanks go out to our skilled police officers who conducted a thorough investigation and, once again, showed how critical they are to keeping our streets safe,” he said.

"It is our prayer that the family and friends of Mr. Smith can take solace in the commitment of our police department to remain vigilant and deliver justice. Our community stands with the Smith family in their time of grief we are working to end gun violence in our city."
