The plan was adopted in December after five years of work by a 15-member member commission made up of members of the village's zoning board, planning board, school board and local business owners. There was also significant input from residents of Port Chester. The purpose of the plan is to identify goals, principles and policies that promote growth and development of the village.

"The Comprehensive Planning process brought out the best in Port Chester, and serves as an example of how engaging the public through such a collaborative process can achieve great things," said Mayor Neil Pagano. Pagano thanked Trustee Joseph Kenner, a former member of the Comprehensive Plan Advisory Committee, Village Manager Christopher Steers, members of the CPAC and the general public for their input and support.

The adopted plan led to a number of changes in the zoning laws aimed to reduce village density, preserve residential neighborhoods, reinforce the downtown retail center and modernize the village's zoning. The plan also outlined use for the former site of University Hospital.

The award recognizes the hours and work put in by volunteers and village staff to make the plan a reality. The Westchester Municipal Planning Federation is made up of officials from all 45 of the county's municipalities. The award will be presented to the village at the Federation's awards dinner on June 6 in Tarrytown.
