Developer Submits Draft Plans For Port Chester Site Of Former Hospital

PORT CHESTER, N.Y. --The decade-long effort to redevelop the former United Hospital site reached a major milestone in December when a Greenwich-based developer submitted a draft environmental impact statement to the Village of Port Chester Board of Trustees.

The Dec. 31 submission by Starwood Capital Group, which owns the site along Boston Post Road (Route 1) at Interstate 287, starts the public comment and review process. The developer presented a conceptual plan for the $300 million mixed use redevelopment on the 15-acre site to the village in April.

The Village Board of Trustees will now review the draft impact statement before opening the document up for comment. A date for the next public meeting has not been set.

The proposal includes 90,000-square-feet of boutique, street-level retail and restaurants; a 135-room hotel; 217,000-square-feet of office space, 730 residential units, nearly an acre of publicly accessible open space and improvements to the network of roadways and sidewalks leading to the site.

A total of 500 units residential units would be designed for young professionals, while the other 230 would be for age-restricted senior citizen use.

Plans call for more than 1,345 parking spaces.

The project is expected to generate substantial economic and community benefits by creating thousands of construction and permanent jobs, expanding the tax base, and funding much-needed public improvements beyond what is required including traffic mitigation on Boston Post Road.

In a prepared statement, Barry Sternlicht, chairman and chief executive officer of Starwood Capital, said, “We share the village’s goal of maximizing the redevelopment potential of this property in a way that is beneficial to the community.  . .  We’re confident that, through the constructive efforts of all interested parties, the public review process will result in a project that the village and the surrounding communities will embrace."

"This project has been an eyesore for too long and it's time to agree on a resolution and put this project on the tax rolls,'' Sternlicht said.

United Hospital at 406 Boston Post Road closed in 2005. Starwood Capital purchased the site the following year.

In March 2013, Port Chester’s Board of Trustees voted unanimously to adopt zoning changes as part of a comprehensive plan, paving the way for the site to become a mixed-use development. The village manager and Port Chester's director of planning and zoning could not be reached for comment.
